Blueprint to Transform Connecticut’s Public Education – Fran Rabinowitz, CAPSS Executive Director

In January 2021, CAPSS put forth a Blueprint to Transform Connecticut’s Public Schools. It is a comprehensive and long-term vision for continuous improvement. In this update, Ms. Rabinowitz will share the recommendations of the Blueprint as well as a commentary on what has changed in the last year and what should be Connecticut’s priorities for the next few years.

Student Data Privacy: Legal Compliance & Best Practices – Gwen Zittoun, Esq., Shipman & Goodwin

Attorney Zittoun will discuss relevant federal and Connecticut statutes regarding student data privacy, data breaches, and record retention. This discussion will be especially focused on Connecticut PA 16-189 as well as the Family Educational Rights & Privacy Act (FERPA) and the Freedom of Information Act (FOIA). Best practices for fulfilling a district’s responsibilities will be discussed, including reviewing a vendor’s Privacy Policy, electronic records & document retention, and managing data breaches obligations.

Mr. Lafountain will provide an overview of current trends in the bidding environment, required language/protections related to Covid and other potential shutdowns, increased push for shared services, parent transportation contracts, and Key Performance Indicators / new parameters in transportation contracts.

Identifying & Preventing Cyberattacks in the K12 Environment – Dale Bruckhart, DigitalBackoffice

Many day-to-day cybersecurity and cyber risk decisions should engage K-12 policy stake holders and curriculum directors. For example, should all URL’s to foreign countries be blocked to prevent hacking. Gartner Consultants predict that 40% of boards of directors will have a dedicated cybersecurity committee overseen by a qualified board member by 2025. Mr. Bruckhart will provide strategies to protect your district.

Schedule, topics, and speakers are subject to change.  Program outcomes:  Attendees will gain a better knowledge of the SDE processes and legislative issues.  This workshop will provide attendees with .5 CEU credits.  To qualify for full CEU credits; you must sign-in by 9:00 a.m. and sign-out no earlier than 3:00 p.m.  To qualify for .3 CEU credits, you must sign-in by 9:00 a.m. and sign-out no earlier than 12:00 p.m.
